Email request attachments missing in Jira Service Management: a checklist

"They sent the file, it is not on the ticket." Six things cause that in Jira Service Management Cloud, and the processing log tells you which one. This page goes through them in the order you should check, and ends with how to get the original email back when the ticket has lost it.

Start with the processing log

Every email that reaches your project address passes through one log. In the project, go to Channels & self service, then Email, then View logs under the account, then Processing log. You need to be a project admin. Search by sender, subject or work item key, and filter by status and date. If the email is there with a status that says why it was not processed, you have your answer. If it is not there at all, the email never reached Jira (see the first two points). From the same log, More, then "Download raw email message" gives you the original email as an .eml file; keep that in mind for the last section.

1. The email was over 25 MB

Jira Service Management fetches unread emails from the connected inbox every minute, but skips any email whose total size, attachments included, is more than 25 MB. Atlassian's documentation says such an email stays unread in the mailbox or bounces back to the sender, depending on whether it went to a custom or an Atlassian-provided email channel. Nothing appears on a ticket. Ask the customer how large the file was; a scanned contract or a video is often enough to go over.

2. The email was filtered out

After fetching, the processor drops emails that look like non-requests: auto-replies (based on the auto-submitted headers), emails the mail server marked as spam, delivery status notifications, and Jira's own notifications. Atlassian also applies DMARC sender verification: an email from a participating provider that cannot certify its sender is prevented from reaching the project. Atlassian's documentation says this verification is turned off by upgrading to a paid Jira Service Management plan, so on a Free site it is on. The processing log shows which filter caught an email.

3. The attachment arrived as winmail.dat

Outlook can send a message in its own TNEF format. The real attachment is then packed inside a file called winmail.dat, and the ticket shows that file instead of the document the customer sent. The mail handler does not unpack it; the Atlassian ticket for that (JSDCLOUD-4383) has been open since 2016. The fix is on the sender's side: Outlook set to send in HTML or plain text, or the file sent from a different client. Agents can open a winmail.dat with a TNEF reader. If the original email is still available as an .eml (see section 6), an email viewer that unpacks TNEF shows the real attachment inside it.

4. The file is there, but not where you expect

Images that were inline in the email become attachments on the ticket, while the comment shows "Preview unavailable" where the image was. Signature logos and banners arrive the same way, as small image attachments on every reply. Two site settings affect this (Settings, Jira apps, Email requests, Jira admin only): "HTML email parsing" decides whether HTML emails display in wiki markup or plain text, and "Strip quotes" decides whether emailed comments contain the whole thread or only the latest reply. A third, "Hide email signatures", hides the signature text in an expandable block using default detection (HTML-based, for Outlook Web, Gmail, Yahoo, Mail.RU, Outlook Android and Gmail Android) or custom text markers; it hides text, not image attachments.

5. The message was cut off

Email text longer than 32,767 characters is truncated when displayed as a request or a comment. A long forwarded thread, or a message with a huge signature block, can lose its end. The attachments are not affected, but the text that referred to them may be.

6. Getting the original email back

The processing log keeps the raw email for a limited time. Atlassian says "Both connectivity and processing logs are deleted after the number of days specified for Database cleaner", a value in global mail settings (Atlassian: About email logs). Until then, the processing log's "Download raw email message" gives you the exact email as an .eml file: headers, formatting, inline images and all attachments, including anything inside winmail.dat. Attach that .eml to the ticket and the evidence is on the work item for good, which matters for complaints, legal requests and phishing reports.

Jira Cloud cannot display an .eml on its own; see how to open .msg and .eml attachments in Jira. Full disclosure: Dortus makes such an app. MailView shows .msg and .eml attachments up to 10 MB on the work item, with the inline images and the files inside the message, including attachments packed in a winmail.dat inside the email, reads the attachment with the permissions of the person looking, renders it in the browser and stores nothing. It works in Jira and in the Jira Service Management agent view.

Short answers

What is the attachment size limit for email requests? 25 MB for the whole email, attachments included. Larger emails are not fetched.

Where do I see why an email was not turned into a ticket? Channels & self service, Email, View logs, Processing log (project admin).

Can I recover an email the ticket mangled? Yes, as long as it is still in the processing log: download the raw message and attach the .eml to the ticket. How long that is depends on the Database cleaner value in global mail settings.
